Judge Gunkel is the former Presiding Administrative Law Judge of the San Jose and Oakland Office of Appeals. In that capacity he heard and decided hundreds of appeals regarding drug and alcohol related issues.
Prior to his 20 plus year career as a Judge for the State of California, he was in private practice where he represented over 50 nonprofit organizations. He has given numerous seminars to nonprofits and for profit organizations, as well as lectured in law or on legal issues at Stanford University, Santa Clara University, UC Santa Cruz, San Jose State and Bay Area Junior Colleges. His career saw him appearing in state and Federal courts and agencies, as well as the Supreme Court. He has been active and held leadership positions in bar, judicial groups, and legal associations.
As an undergraduate, he graduated from Stanford and attended Moscow State University in the former USSR. Marcus graduated law school from Santa Clara University and attended Tokyo University, Japan.
He is fluent in several languages and has working understanding of others as well. He brings his experience with nonprofits and in depth understanding of diversity issues to the PSI board.
